The Oxford Institute for Energy Studies (OIES), a leading independent energy research institute, devoted considerable attention in its most recent report to Ukrainian energy policy. Focusing on the natural gas industry, it touched upon the issue of rising natural gas prices and the effects of price changes of other energy resources, among other topics.
According to the publication, the immediate and probably inevitable reaction of the Ukrainian government to the price hike should not overshadow efforts to remove some of the existing obstacles to market reform. The publication notes the importance of developing a compulsory gas release program (GRP) of Ukrhazvydobuvannya, which, as the publication says, would deliver volumes of its gas to the Ukrainian Energy Exchange (UEEX). In the study, the Institute considers UEEX as the platform for the program implementation, because contribution of UEEX to the market development is mentioned, significant sales growth for the last years and proposals of wide range of instruments on a few market segments. Also, the development of action plan on enhancing of the exchange trades liquidity in mentioned.
Also, the OIES noted a significant growth in the gas exchange market, based on data from UEEX.

Kovalenko, CEO of UEEX, stressed that "Over the course of 2021, UEEX has managed to offer natural gas market participants significant new opportunities regarding natural gas trading on the UEEX, especially on the short-term market. Introduction of the gas release program will allow to further activate the market and will certainly increase trading liquidity on UEEX platforms. This is also noted by our international partners."
