The Energy Community Secretariat published the SEEGAS report, under the official title “Introduction to the SEEGAS Initiative and Gas Exchange Development in the Region.” The report has been based on information submitted by key regional stakeholders, among which the Ukrainian Energy Exchange (UEEX). As the leading energy exchange in Ukraine, UEEX has been covered extensively in the dedicated country study section, which outlines gas market and exchange development in the SEEGAS participating countries.

SEEGAS Report UEEX

The report notes UEEX’ contribution to Ukrainian gas market development and its substantial growth of sales in recent years in the gas exchange market. The report underlines the fact that “Ukraine, as the biggest market in the region, is a potential game-changer. Its recent market reforms have attracted European traders and the country’s huge storage facilities were highly used. The Ukrainian hub could provide a strong pricing indication for the region, being partly supplied by Western European companies and partly by national gas production.”

Furthermore, the SEEGAS report provides an overview of the Initiative and summarizes the achievements to date, while it concludes with a guest chapter written by Dr. Aura Sabadus (ICIS) on the obstacles to market integration in the region. Other countries covered in the report are EnC Contracting Parties Georgia, Moldova and Ukraine, EU Members Austria, Bulgaria, Greece, Hungary, Poland and Romania, and EnC Observer Turkey. All the countries covered have established exchange traded gas markets or are currently in the process of developing them.

Deputy of the Exchange Committee, Inna Shcherbyna, noted that "We are glad to see the important role of UEEX in the development of the Ukrainian wholesale gas market reflected in the new SEEGAS report. The new study, as a first of its kind, is a timely collection of the experiences of gas exchanges in the South-East and East European region and will surely contribute to public awareness. UEEX is looking forward to further cooperate with the Secretariat and SEEGAS participating countries on market development under the SEEGAS initiative.”
